Can someone please tell me how to find a good psychiatrist for my friend?

I heard of physician referral services, but when I tried to look it up, it was all scattered and uninformative. I need a good doctor with great references for someone who has bipolar disorder and he must be in the west valley of southern california (ie: chatsworth, simi, van nuys, encino etc)

Please help, its MUCH MORE DIFFICULT TO FIND A good shrink than I realized. I need references as I don’t want a quack.
